You are Congress. It is your job to pass and veto bills that align with the current president’s political affiliation to keep their approval rating high!

RULES

The game consists of 10 terms, and at the start of each term a new president will be elected that's either a member of the Red or Blue Party. This will be indicated by the color behind your desk.  They will also have an agenda for the term that you can view on your desk.

Each term consists of 2 phases, during which you must pass 4 bills to advance to the next phase. One of the five bills on the playing field will be randomly chosen to pass at the start of the phase, and this card cannot be vetoed. During the term, you are permitted one veto, which removes a card from the field and hard taps the one that replaces it. Choose wisely! Once you initiate a veto you must carry it out.

A term agenda is a way to modify the cards that you pass. Each agenda item has its own buffs and debuffs, which increase/decrease the value of a card by 0.5 if it has a matching symbol.


For scoring a phase, the adjusted scores of each passed card is added to your approval rating, which is set to 0 at the start of each term. If, at the end of the term, your approval rating is below 0, you lose! If not, the rating is scaled down and added to your run score.

SPECIAL EVENTS

Re-election -- Re-election happens when the president has the same political affiliation for two terms in a row. In the second term, every affiliated bill on the board will be passed, all of which are worth double points. If there are less than 4 correctly-affiliated proposed bills the the lowest-valued opposing bill will be vetoed (if you have veto power). If there are still less than 4 bills passed, you have free choice on which bills to pass until 4 total bills are passed in the phase.

Dictatorship -- Dictatorship happens when the president has the same political affiliation for three terms in a row. During this term, the objective is to undermine the president’s authority by passing as many bills as possible (value-wise) that oppose the president’s political affiliation. If bills are passed that align with their affiliation, the values of these cards are doubled. Dictatorship can only occur when the president has a third term; if they have a fourth term, the sequence is reset and regular gameplay resumes.

This is an interesting take on the "Paper's Please" sort of formula. I wasn't able to figure out how to veto bills (although they were still auto vetoed in re-election).  Has great potential with additional work you can do as the legislative to somehow influence potential legislation.
